Job Title

Clinical Nurse Manager (Part-Time) – Medically Supervised Injection Facility

Responsible For

Oversight of the day-to-day operation of the Medically Supervised Injection Facility, supporting a multidisciplinary team in delivering safe, effective care for all service users.

Reporting to

Deputy Head of Dublin Day Services

Hours of Work

Working hours are 20 per week, Monday to Sunday, between 8.00am and 8.00pm. Flexibility outside these hours may be required depending on service needs. On-call duties may be required on a rota basis.

Salary

€29,137.60 - €32,861.33 per annum depending on experience (pro rata of FTE €54,633 - €61,615)

Role Responsibilities

Operational Service Delivery

  • Responsible for the day-to-day running of the MSIF in line with service standards and organisational ethos
  • Act as part of the nursing team in a supervisory capacity, providing escalation support while actively participating in service delivery
  • Provide line management, supervision, and support to staff, ensuring all team members work within their scope of practice
  • Promote a trauma-informed approach across all aspects of service delivery and organisational practice
  • Maintain a visible leadership presence within the service, providing direct client care and support as required

Clinical / Professional

  • Coordinate assessment, planning, implementation, and review of care for service users in line with service standards
  • Practice nursing in accordance with professional clinical guidelines, HSE guidance, organisational policies, and current legislation
  • Provide direct care and support to clients as required by the role
  • Ensure all staff adhere to overdose management protocols
  • Maintain professional standards relating to confidentiality, ethics, and legal requirements

Health and Safety

  • Lead in maintaining a safe environment for clients, staff, and visitors
  • Ensure compliance with all relevant policies including health and safety, infection control, and controlled drug management
  • Ensure timely completion of incident reporting and health & safety documentation
  • Maintain health and safety standards in line with organisational requirements and attend relevant committee meetings

Leadership

  • Collaborate with colleagues, senior management, and external partners to deliver a high-quality service
  • Develop and maintain strong partnerships with community agencies to support client access to services
  • Work as part of the Riverbank leadership team in a collaborative and supportive environment across all services in the building
  • Engage with peers and peer representatives to ensure client voice, choice, and empowerment are central to service delivery

Staff Management

  • Lead, motivate, and support staff within a culture of dignity, respect, and inclusivity
  • Supervise staff using the agreed performance management framework, in collaboration with People and Culture functions
  • Contribute to staff rostering in line with operational needs and employment legislation

Collaboration and Service Development

  • Implement and support regular review of service policies and procedures
  • Contribute to service activity reporting and respond to information requests relating to the service
  • Participate in service reviews and implement agreed changes
  • Ensure appropriate financial controls are maintained and the service operates within budget
  • Maintain up-to-date client databases and administrative systems
  • Support implementation and ongoing development of the MSIF

Person Specification

The ideal candidate will have:

  • Registration with the Nursing and Midwifery Board of Ireland (or eligibility for registration)
  • Third-level nursing qualification
  • Minimum 4 years post-qualification experience, including 2 years in a low-threshold setting
  • At least 2 years’ experience managing and leading a team
  • Strong understanding of substance misuse, mental health, and trauma-informed care
  • Excellent leadership, communication, and decision-making skills
  • Ability to engage effectively with diverse stakeholders, including people with lived/living experience
  • Strong IT skills
  • Experience in budget and financial management
  • A strong commitment to the organisation’s mission and values
